Colorado Parks and Wildlife (CPW) has convened a Technical Working Group (TWG) and a Stakeholder Advisory Group (SAG) to serve as advisory bodies to the agency as the Commission and CPW staff develop the plan to restore and manage gray wolves in Colorado no later than December 31, 2023.
Technical Working Group: The TWG will contribute expertise towards the development of conservation objectives, management strategies, and damage prevention and compensation planning. Information about the TWG members is available at the CPW website. Summaries of TWG meetings will be posted to this website.
Stakeholder Advisory Group: The SAG will provide a range of viewpoints from diverse geographic areas of the state and propose considerations for the plans developed by the TWG. Information about the SAG members is available at the CPW website. Summaries of SAG meetings will be posted to this website.
To support openness and transparency, all meetings of the SAG shall be open to public observation in person. Public comment opportunities will be offered at SAG meetings. CPW shall determine when opportunities for public comment will be offered, and in what format. Information about meetings and public comment opportunities will be provided publicly in advance via this website.
Tribal Consultations: In addition to the Stakeholder Advisory Group and Technical Working Group, Colorado Parks and Wildlife and Keystone Policy Center have been engaged in ongoing Tribal consultations with the Southern Ute Indian Tribe and Ute Mountain Ute Tribe, the two Tribes with sovereign lands within Colorado’s borders. Engagement of additional Tribes and Indigenous populations currently and/or historically present in Colorado has also occurred through focus groups and updates to relevant audiences.

Public Participation Guidelines
- Meetings of the SAG are open to in-person public observation.
- No virtual attendance option is available for in-person SAG meetings.
- Summaries of SAG meetings will be posted to the gray wolf restoration public engagement website, wolfengagementco.org.
- Disruptive observers, protestors, or commenters may be removed at the discretion of CPW and Keystone staff. Members of the public should not approach the table during the meeting except when called upon during the public comment period.

Public Comment Guidelines
- Comment substance
- Public comments should be offered as related to the purpose and current agenda topics of the Stakeholder Advisory Group.
- Public comments should be relevant to the development of the Wolf Restoration & Management Plan and should not be a relitigation of Proposition 114.
- Speakers should try to be as concise as possible and avoid repeating comments already made by others.
- Be respectful of different points of view; no personal attacks.
- There will not be follow up questions or discussion by SAG members on individual public comments during the public comment session.
- Time and sequence
- Public comment will occur only during the designated time on the agenda.
- Elected officials will be limited to five (5) minutes and will speak first.
- Public comments will be limited to three (3) minutes per speaker and speaking order
- Public comment may require pre registration; please check back at this page for information on specific meetings.
- Commenters must sign up themselves for their own spot.
- It is possible that not all who request time to speak will be able to as the total amount of time for public comment will be limited to the time set on the agenda.
- Ideally, organized groups should identify one spokesperson for public comment.
