Help Shape Colorado's ADA Accessibility Plan

This page describes the public outreach efforts being conducted by Colorado Parks and Wildlife (CPW) as part of their ADA (Americans with Disabilities Act) Self-Evaluation and Transition Plan. A key component of this outreach is an online survey designed to gather essential feedback from the public and stakeholders regarding accessibility barriers within CPW's facilities, programs, and services. The survey is the primary tool for collecting input on where improvements are needed to ensure individuals with disabilities are not discriminated against. The feedback received through this survey will directly inform the development of the Transition Plan, helping CPW prioritize barrier removal and shape the strategy for improving accessibility across the state.
Background information
Title II of the Americans with Disabilities Act (ADA) requires that State and Local Governments complete a Self-Evaluation and Transition Plan. This process reviews all facilities, programs, and policies for accessibility in order to make sure individuals with disabilities are not being discriminated against. Colorado Parks and Wildlife (CPW) began implementing a Self-Evaluation and developing a Transition Plan in 2023. We are planning to continue our work with the vendor, Bureau Veritas North America.
Self-Evaluation
A Self-Evaluation is a public entity's assessment of all its (1) programs, services, and activities; (2) facilities; and (3) current policies, practices, and procedures. Once all items have been identified and reviewed, the public entity will analyze whether they are inconsistent with Title II’s requirements and if those inconsistencies will adversely affect the full participation of individuals with disabilities in its programs, activities, and services.
Transition Plan
A Transition Plan is a plan of action for removing barriers. It should include:
- A list of the physical barriers in a public entity's facilities that limit the accessibility of its programs, activities, or services to individuals with disabilities.
- A detailed outline of the methods to be utilized to remove these barriers and make the facilities accessible.
- The schedule for taking the necessary steps to achieve compliance with Title II. If the time period for achieving compliance is longer than one year, the plan should identify the interim steps that will be taken during each year of the transition period.
- The name of the official responsible for the plan's implementation.

Once the draft Transition Plan is developed, there will be another opportunity for public comment. This future outreach will allow you to review the proposed plan for removing identified barriers and provide feedback on the planned methods, schedules, and priorities. We anticipate using a similar survey format and other public engagement methods to collect your input on the draft plan. Details on this future comment period will be announced later in the process.
